A small feature-flag layer that stores its state in your database and caches it. Flags can be on, off, or rolled out to a percentage of accounts with a stable hash, so a user does not flicker between variants.
Targeting rules are declarative and testable. The package ships a console command for listing and toggling flags, which is what you actually reach for during an incident.
